Dashboard Error

I am getting this error on the WordPress Dashboard:

This report is unavailable (-23)

Under Errors & Debug this is what is being displayed:

I am not sure how to fix this issue, and I have been using this plugin on MANY sites and have never had this issue until yesterday. I don’t see how this is a server issue if I have not moved servers?
