Hi,
It seems any plugin conflict. I would suggest to deactivating all plugins. If that resolves the issue, reactivate each one individually until you find the cause.
If that does not resolve the issue, try switching to the default theme for your version of WordPress to rule-out a theme-specific issue (theme functions can interfere like plugins).

on default theme this problem is too
Seems like broken core files can you download and update WordPress core files.
I have the same problem. A fresh install of version 4.8.1. WordPress in the subdirectory of the home url. No customisation. Appearance Theme tab from Dashboard gives immediate themes.php 404 not found error. What is wrong and how to diagnose and fix it?
