Just run in to the same bug after update to 4.3. I ran though the normal debug disable all plugins etc…
BradenMoserDesigns did you find a solution? or reason for the problem?

Info:
– It’s fixed when I scroll an inch.
– The process of entering the dashboard page happens like this:
I see the page build up like any page I enter with the dashboard looking fine.
Until a page is done loading, the reload icon is an X (“cancel reload”-symbol).
Once this X icon turns into the normal reload symbol (a circular arrow icon), the dashboard goes nuts. So this bug happens right before the page is done loading I would think.
Maybe these two things can help figure out why and where the bug happens.
Same for me: Chrome 45 on Mac Mavericks.
I thought it was WordPress or a Plugin.

doesn’t happen all the time but it is on more than 1 website that I have updated in the last few days…

I got it too. Did a fresh install on an unused domain – no plugins. Only on Chrome – Firefox is OK.
It’s definitely a Chrome bug! Click the link in my reply above for instructions about how to turn off that particular feature of Chrome that is experiencing the problem.
Yeah, that fix didn’t work at all. Those two things were already disabled. Broken, broken, broken.

yeah it is messed up for me too fresh install today and the dashboard sidebar has major issues
I tried this & it doesn’t work…. although if you Collapse the menu it is usable & less glitchy
