Database and Files backup method only does database

I was notified that my backup was completed as scheduled.
When I went to download it, the backup type says “Database and Files” but it only has the sql database file in the zip.
The support page mentions there should be a “backup” folder in my server root but nothing is there.
What am I doing wrong?
