It seems that your site cannot establish a database connection. This can be caused by incorrect database information in your WordPress settings, corrupt database, or an irresponsive database server.
1. Check your WordPress database credentials
You need to make sure that the information for the database name, username, password, and database host is correct in wp-config.php. You can get this information from your WordPress hosting account dashboard.
2. If step #1 didn’t help, you also have to make sure that your database user has sufficient permission and your database host is up and running.
If everything else fails, then you may need to contact your web hosting company.
Is this a first WP installation error or did this happen after a while? Most probably your database credentials need to be updated.

Can you help us to understand where the DB server is hosted?
Here, at WordPress forums we don’t have informations about various hosts services, so unfortunately I can’t help you with that.
As far as I know, Azure uses more than one database name so it has to be the exact one you have assigned by your hosting company.
Please contact your web hosting company and ask them to provide you the correct info about your database to use in wp-config.php
