sorry to hear that you had to reinstall WordPress 🙁 Unfortunately, without proper backups this can indeed be troublesome.
From what I understand, you tried to restore tables from two different backups, and that didn’t quite work out.
Instead, I would suggest to focus on restoring from the mySQL backup, as that seems to be your complete backup. So, delete everything related to WP-Table Reloaded from the database again (all the options that you already mentioned in the “wp_options” table).
Then restore those mentioned again from your mySQL backup.
That should hopefully get your tables back.
Another possibility, that allows you to play with this more, might be to first try this on a temporary test installation (e.g. on a localhost dev environment). Once the restore process succeeds there, you could create a WP-Table Reloaded Dump File to also restore everything on the real site, and to also have a better backup in case this happens again.
