Thank you for making further checks and sharing the results. I tested with Avada theme but could still not replicate the issue actually. Also, we don’t have any reports about similar issues with Avada theme. This could mean that there could be something specific on your site which is causing the conflict.
Is there a way to find the conflict and fix it ?

Thank you for confirming that switching to English worked, we plan to release the fix on 1.46 if the development and test work well.
You can follow the roadmap on https://wpmudev.com/roadmap/ our team is already working on 1.45 so the 1.46 is the next planned.
