Date Formatting problem

I use multisite, have one site that I cannot get the date formatted correctly and it has the POSTED ON
% blah blah as the date.

on the other sub sites,listed under our network on the right,=where can I look for code,? etc, to just copy the data into the first site I listed.

changing general settings does not work,
q translate adjustments under time/date formatting, etc. does not work either.
