default comments are show closed (comments not allowed)

    using latest WP, problem is new post’s default comments are showing closed (comments not allowed) so every time i have to manually allow the comment by quick edit. when i go to edit post i cant find the tab called “discussions” very strange!!!!

    i try with:
    1. editing wp options table by default comments = open
    2. optimized and repair database

    but still its not working…
