Default connection being ignored

I have 2 active email connections, SendinBlue and SES. Whatever setting I choose in the default connection it always picks the connection who’s email address matches the Admin email address.
If I swap the email addresses over in the active connections, then the connection moves with the admin email address whatever I set the default connection to.
It would be very useful if it followed the default connection setting instead. How can I do this?
Update: I put in email addresses that aren’t the admin email and the connection now follows the default connection setting, so it appears the admin email overrides the default setting. Is this by design?
