Default Country and activate State dropdown

Previously, the Country was automatically selected (US) and the state drop down was ready to go. Now, the Country is waiting for a selection before populating the state drop down (state shows up as a text box until country is selected, then it turns into a drop down). No defaults were entered. It was working on 1.3.2, but doesn’t appear to work on 1.4.3 now. I have tried entering defaults into the country field as a test, but it doesn’t change the behavior. Otherwise, the setup between the two (test environment, where the older version works as expected) and live (where the newer version doesn’t not select the country and the state selection is a text box until country is selected). I did a search on the support forum and looked through the documentation, and I didn’t find anything relevant.
