Default framework/platform for developing a theme

    Good day, just a newbie question. Just want to know what is the default platform/framework on creating a theme inside wordpress, is it bootstrap? Thanks

    While some themes do use bootstrap, most don’t.
    Many developers start by finding a skeleton theme.
    Alternatively, many start by creating a child theme from one of the themes already in the repository.
    A number of authors start from scratch.
