Default settings in Search Appearance

Hi,
Is it true that if I set %%excerpt%% in posts settings meta description under Search Appearance then the excerpt will always be shown in Google snippet and not overruled by any meta description I type in a local post?

I would consider the default settings as a fallback if nothing is typed in the single posts meta description but it seems not to be the case.
