This might be too late, but I believe this file belongs to this plugin https://ww.wp.xz.cn/plugins/wp-phpmyadmin-extension/

Just uninstalled this myself, and then the file appeared. Might be a “backup” of the settings, to keep in case you reinstall it in the future. Not sure though.
