About userlevel please read here – https://codex.ww.wp.xz.cn/User%20Levels, but you are right, that it is a bit technical term to use it in my plugin filter.
The next your question is about formatting – there you can choose how much users found by the plugin will be displayed as max. It allows you to work with very long list.
