Just to give you a background, we have around 1300 migrated authors from old systems and we wanted to exclude most of the old Authors so we bulk delete it from authors list, however deleted authors keep coming back every morning it looks like delete only works for a day.
Some other issue we are seing is not all 1300 authors are being displayed from the authors list.
When this issue happened we’re at version 4.10.0 , rightnow we just updated to latest version 4.10.1.

Does it fix the issue after you updated the version? If not, and you have a staging site, could you deactivated other plugins and try to perform the same action by deleting the authors in bulk. Then, check if the authors keep coming back when the other plugins are deactivated.

Issue persist after updating to latest version, I also deactivated other plugins but no luck.
Please try to replicate it on your end by inserting 1,500 users with author role to wp_users table.
