Delivery at nullChange?

I have set up the open times in the settings menu and that we are located in the United States, California, but the delivery/pickup time options do not show up. I noticed that when the delivery/pickup times did display, it showed times much later in the day. Example, it at noon, the only options were 7:00pm. Clearly the timezone setup is not displaying correctly and is messing up the options.
