You can use prebuilt themes and plugins, this is what a lot of people do to achieve their result. What specifically are you talking about? Design doesn’t involve PHP.
You don’t need to be an advanced PHP mastermind to develop a release-worthy WordPress theme.
With beginners-level of PHP knowledge, and your existing skills with other languages, you would be more than capable of producing good results.

Hi mehrdads,
you could also have a look at Underscores and Components. There you basically get a starter theme where most of the work is already done and you only need to style and slightly modify the theme based on your personal requirements.

In fact, I want to create animation onepages.
Wordpress is good for security , performance and easy to use for customers.
I’m gonna use Bootstrap , SASS and JavaScript for Front-End design.
For example, I don’t know how to calling posts in blog page or other things.
