Developing with users interactions

    Hi,
    I’m going to develop a new plugin and it’ll provide a sort of panel where the admin will add a personalized message for every user and just subscribed users could watch them, so the user will log in and then watch that message on a board (or a little panel/page).

    Can I use the native wordpress user management for that?
    Any suggestions?
