Google identifies links of the form <a href=”#” as uncrawlable and this reduces the webpage SEO score in their Chrome Lighthouse report.

Presumably this also hurts the ranking of the webpage in Google Search results.
Luckily <a href=”#!” can be used and is not identified as uncrawlable.
