It’s not deceitful. The new owner contacted plugins and asked if they could take over development of an abandoned plugin. In our tests, the old shortcodes continued to work (this is actually a requirement – You can’t break the old plugin with your initial new version).

Yes, this is the SOP of which I wrote…and yet it did break the old shortcodes.
All the worse if one uses plugin auto-update features.

This plugin was an inline shortcode for executing php code. It was changed to a snippets plugin and broke the inline functionality. The new developer could have forked development with a new development path with an appropriate name but chose to leverage an existing plugin and all of its installations (including reviews/install #s/popularity ratings, etc.)

This is not true, the old shortcodes are still supported. And they will be supported until the majority of users receive the update.
Snippets solve the same problems as the old version, but it is more convenient and safer for users.
Also, you can always download the old version of the plugin 1.3, if you do not like the new version of the plugin.

Many users like the new version and I received feedback from them.
Everything new is always perceived with hostility, for example Guttenberg. I think you should give a chance to the new version of the plugin, perhaps it will seem convenient for you in the future.
