How do we enable all “Author” user profiles to be able to have the manager features, like add new directory, rename & delete files?

At the moment, only the admin account can do this, but we want the Author to be able to do this?

Its a staff ONLY site, so no need to worry about anybody uploading, as only staff members will have access!
