how can i disable public comments for a certain category?

You cannot for a category. You can disable them for the whole blog or on individual posts.
is there no plugin?

Could you – and I’m no coder – wrap the comments stuff inside an if ($is_category(x) statement ?
That possible ? Question directed at a passing coder 🙂
