Regretfully, we don’t have setting for this out of the box. But I’m curious, why did you need to disable the toggle menu? Is there anything you would replace it with?
Well, the menu is very small (3 items) and fits nicely on a phone screen as is, so no need to collapse to an icon. Another case (not with Astra) was when there were two menus in different locations in the header and it did not look good when collapsed to 2 icons. So having control over whether a menu collapses to an icon can be useful in certain situations.
I realise now perhaps my wording was misleading. I didn’t mean to disable the menu entirely, just not collapse it to an icon. Sorry if this was not clear.

We do have plans on improving on removing the secondary button and probably merge both the menus under one toggle button Or the option you’ve suggested also sounds good.
I am adding your suggestion to your list and we will try to get this implemented in upcoming updates of the theme.
