Disable mobile optimization in Confit

Is there a way for viewers to switch to full site view on a mobile device? I would like to give viewers a choice to disable the mobile optimization but disabling it even in the site admin doesn’t seem to be an option. I searched previous posts in this forum but the oft-cited menu option Appearance > Mobile doesn’t appear on my dashboard.

This is a bit strange. I manage several sites using responsive themes but I’ve never had this issue before. Appreciate any help.
