Disable RSS Feed doesn’t disable it

@gabelivan Since your prompt fix last year, Disable oEmbed has been working as intended. Thank you!

Today, flipping on Disable RSS Feed, we discovered that it similarly didn’t quite disable it and requests to /feed still got an RSS link. The options to remove feed links, on the other hand, work well.

We’re currently using the Disable Feeds WP plugin as a stopgap, but would love to see the Disable RSS Feed option get fixed.
