Disable Uploads

I’d like to disable uploads completely – no profile photos (other than gravatar), no small camera upload icon… I’m a little bit surprised this functionality isn’t built in to the back end if I’m honest… seems to be a a bit of an oversight?

This is for security reasons – unless anyone has any advice on the security when it comes to uploads? If not, which section of code do I have to delete to remove these bits?

Any and all help/advice would be appreciated…
