Disable WPUM Menu controller

If you are not using any of the WPUM menu options
you should disable the Menu controller
and you will save a lot of database accesses.

My site with 13 pages had an average of 310 db accesses per page
with the menu controller included which is standard installation
and less than 90 db accesses per page with the menu controller disabled.

Response time was also reduced.
