This issue typically occurs when the payment method (in this case, PayPal) is not properly set up for handling subscriptions or there are conflicts with the settings in the WooCommerce PayPal Payments plugin or WooCommerce Subscriptions.
To better assist you, could you please generate a full system report for us?
You can do this by navigating to WooCommerce > Status > Get system report > Copy for support. You can either attach it directly or provide it via our secure PrivateBin.
