Disabling Tooltips

I’m trying to disable all tooltips within my blog, more specifically the ChaoticSoul theme.

I was able to remove the tooltip for the header of each post (permanent link to:) by deleting the title within header.php but am unable to delete tooltips for items on the sidebar and comment.
