Good question! At present Site Kit replies on Search Console to verify ownership of a domain. It’s therefore required to setup the plugin and connect other services at present.
While Search Console is a requirement at present I’m happy to check with the team if there are any planned updates to this going forward, please allow me some time before I have an update, which shouldn’t take more than a couple of days. In the meantime may I ask you if you’re looking to limit other administrators with access to your Search Console data?
Apologies for the delay in responding. From checking with the team there are no plans to change the way Site Kit uses Search Console to verify site ownership site at present.
