Discount enabled by coupon

Is there a way to implement a bulk discount rule only if “activated” by a coupon code? Say I’d like to give customers the possibility to get bulk pricing even if they order small quantities, if they insert a certain coupon code. How would I be able to do that? The possibility of making certain bulk discount rules activated using coupon codes would be extremely useful in certain occasions, instead of giving a specific discount of the whole order or using many different codes
