From what I understand about WooCommerce, unless we are applying a coupon, then we aren’t usually dealing with a ‘real’ discount & that could be why the results aren’t as expected.

While that page is primarily focussed on the sale price, ‘discount rules’ will work the same: it works by modify the price in a way that doesn’t end up in the order data.
