Can it be put in your Conditional Tags area? or Possibly with PHP?

I haven’t been able to get this to work as I don’t know php. I have reached out to 5 or so developers and none of them got back to me about writing this function.
The only advice I received about how to accomplish this is:
“you could say setup a function to echo a random number between 1 and 5 so there’s a 20% chance it’s gonna be the number you want, then say if number is 2 then show the widget.”
But I’m not sure if this works and how to do it.
Is there any way you can help me by creating this to go in the widget display logic form? :s
