After Testing I have figured out that it has something to do with stateless and Divi I created a copy of an affected site deactivated stateless and the caching issue resolved I have also contacted Elegant Themes about this Issue.
I see you have this on your GitHub already I’ll move over there and mark as resolved here
Is there an estimate as to when this will be fixed I have found a workaround but it’s not at all ideal write a cron to dump the et-cache folder every 10 min
Did you ever find a permanent solution? Running into the same issue with my site.

This is a terrible side effect of using Divi and another reason I’ll never use it again for client websites. 1. First, disable “Static CSS File Generation under Divi Options > Builder > Advanced. 2. Next, delete the ET Cache Folder either in File Manager or via FTP. 3. Lastly, edit your wp-config.php file by adding this line: define( ‘ET_BUILDER_CACHE_MODULES’, false );
If you can’t tell I’m not a fan of Divi at all. Hopefully this helps.
