I would focus less on the theme choice and more on the plugins that would work independent of the theme select. Get a flexible theme that is built well.
A few ideas/questions:
You could search for free or premium plugins specific for document management or content display management.
You could create your own plugins for custom post types for the documents
You could use a membership plugin for controlling access to various areas or use normal WordPress roles author/editor/admin. (You might need to customize the roles.)
Is the focus of this project on the USERS or DOCUMENTS.
i.e. Do you need one library of documents for all users to share+access
Will you be managing the media files in the WordPress media library or in a separate storage area? Consider if you need a CDN (content delivery network)

Plain thinking about the theme – take that on board.
Users should see their own documents only (so they can track what has been submitted) as well as administrator who will check docs meet he CPD requirement
There would be no sharing of documents
would you think that bbPress could be utilised for this??

BBpress is a forum plugin – I don’t think it would be useful for specifically managing a document library or member profiles.
BuddyPress is a community builder plugin–might have some of the capabilities you are interested in. there are many options.

A membership plugin might be helpful to isolate the content and profiles. (there are a variety of membership plugins that you could test)
