This is not an error, but a notification regarding the document availability for the selected order.
Are you maybe disabling specific order statuses under WooCommerce > PDF Invoices > Documents > Invoice > Disable for?
If so, please note that if the order has not reached an allowed status yet, that is, one that is not selected in that setting, the PDF invoices will be disabled.
Just in case, could you please check if the PDF Invoice document is activated, under WooCommerce > PDF Invoices > Documents > Invoice?
