The reason is that if an attachment is used in more than one post then it becomes difficult to choose whether to delete the attachment or not.
However I am working on an addon that can delete all unattached attachments. Let me know if you are interested in it.

I would be incredibly interested in that plugin, but only if it had some smart filters like being able to specify files of a certain type or size.

I have released the addon. You can use the Bulk Delete Attachments addon to delete all unattached attachments.
Sudar — are the attachments deleted from both the database and the uploads directory? Can the plugin delete the actual files from the uploads directory? That’d be really useful!
@ted, The Bulk Delete Attachments addon that I linked about will remove the attachment both from DB and also from the uploads folder.
