i would say slicing with a tool like photoshop or imageready. slicing is u use the pic, part in as often as you like and make the pic “linkable” with all features you need.
the output is something like this:

and so on. put this code in the header.php in the body, then it should work. perhaps another user has another solution, thats only what i used to do 🙂
It’s not the css file. Try using a client side image map. More at http://www.w3.org/TR/REC-html40/struct/objects.html#h-13.6.1
