Does not block countries with the payment Api

I tried in complement blocking some countries with the aip of payment and I made the test entering from my vps that I have in Canada to the web and the advertisements continue appearing, it blocks them. I have the configuration as indicated in the video. Can you confirm me if it really works to block countries, I have the aip of payment.
