I found out that I could install it by going to the Plugins list and clicking Activate there.

I faced the same problem. I cleared wp-rocket’s cache and that seemed to fix the problem.
I found the following error during activation.
The plugin does not have a valid header.
SOLVED
I just optimized my DB after that, i tried to activate this and suddenly its activated 😀
Confirmed – I could activate it only from the Installed Plugins page.
