It is not possible to help you with anything unless you let us know how to recreate the issue. Please share the redirection rules set with us to recreate the issue. If possible let us know what browser are you using to test as well.

plugin says IP is from Denmark, but still does not redirect with below rule

the settings you shared indicates, development mode is enabled!! Can you make sure it is only enabled when you are logged in as an admin when testing, otherwise it won’t proceed. Also please check the Your IP Information column if it can capture your IP correctly…

Redirection is not on browser based, it is backend redirection… If it works on Chrome, then can you make sure all the other conditions are same as Chrome, like same IP not using VPN!!

How to get the plugin to work when I am not logged in as admin?
If it works while logged in, that could indicate hard page cache is restricting running any server side logic code, can you for once test while disabling the cache plugin.
