this option has been disabled, but you can not activate this option when the WP Approve User plugin is active but I found the solution:
1- disable WP Approve User
2 – Enable option “everyone can register”
3 Enabled the “WP Approve User” plugin
not practical, the behavior of the plugin is strange.
Too bad we can not add an image in the header of email

I do not know, but when WP Approve User is activated it does not work !
Thanks for the heads up! I just pushed out an update to the plugin that’ll fix the issue.
To change aspects of the email, feel free to use WordPress’ built-in email filters!
