does not work on a clean install

    Trying to export content from a wordpress.com site onto a clean wordpress install on my own server and getting the following error:

    This does not appear to be a WXR file, missing/invalid WXR version number

    A quick google of the error reveal this has been a known problem for several years with no official response or fix from the wordpress team.

    I have tried on several older versions of wordpress, and tried just about every “fix” I could find on the forums. Nothing worked.
