The files in WooComemrce I believe are password protected and only accessible if you are signed into the wordpress site. Signing into a WordPress site requires cookies to be set in the browser to maintain authentication with the site.
Podcasting applications do not use web browsers therefore cannot accept sign-in cookies.
Because of the cookie issues, PowerPress includes traditional login authentication (basic auth) for premium podcast feeds. The media URLs are then stored someplace where they can be accessed without any authentication. This is not ideal but it is the only practical solution for podcasting at this time. Essentially members are paying for access premium podcast feeds that link to media that normal web visitors cannot access.
The link that Shawn left explains how to setup premium podcasting. WooCommerce is the least friendly in terms of setup, it requires other plugins in order to make it work.
