Does “Restrict Content” work with Xampp

I’m using Xampp to develop my site and I’ve installed the basic Restrict Content plugin as all I want is for some pages to be accessible to logged in users only. Although the page in edit mode shows the Restrict Content options, when I update and view the page it still shows all the content without any warning that “You need to be a member and logged in to see this page”. Any help would be appreciated.
