    this is a conflict with installed plugins or theme
    You can try using these links.
    1 All map /wp-admin/edit.php?post_type=locateandfiltermap
    2 Add new map /wp-admin/post-new.php?post_type=locateandfiltermap

    That fixed it.
    I used the first link and now the menu is appearing.
