Doesn’t appear to do anything

When applying the ‘sticky effect’ to a section it doesn’t appear to do anything, although I suppose the element does stick – in the place you put it to start with, the default behaviour of Elementor, it certainly doesn’t make it so the element remains visible on scroll.
