Is the plugin currently activated? I don’t see any sign of the plugin being active on the checkout page.
Maybe there is a conflict with another plugin. Could you try deactivating other plugins one by one until you find the multi-step checkout plugin working? Let me know which plugin breaks it, so I can investigate further the issue.

Plugin was not active
Now activated – step doesn’t show
The plugin’s CSS and JS are loaded correctly, but the HTML template isn’t taken from the multi-step checkout plugin.
Would you please try my recommendation about trying to deactivate other plugins one by one until you find that the multi-step checkout plugin starts working?
