Then the per-site Writing pages will show the options.
Please see the screenshots for the locations of the settings.
If you still cannot see any settings, perhaps there is a plugin conflict?

I have installed this on a multi-site and I am having the same issue. When I go to the location writing under settings as shown in @azaozz ‘s screenshots the only settings I have available are ‘Default Post Category’ and ‘Default Post Format’ dropdowns.
I have also tried @spherical ‘s suggestion and checked my network settings but can’t see the option

I have tried checking and unchecking all these with no success.
Otherwise the classic plug-in works but I can only turn it on/off by activating/de-activating the plug in directly in the ‘Plugins’ section.

option on the Network Settings screen you will have to “network activate” the plugin.
Otherwise you will have to let individual site admins activate plugins (there is a checkbox on the Network Settings screen for that). Then each site admin can activate and use Classic Editor just like on a single install.

I have tried both network activating the plug-in and activating the plug-in via individual site admin log-in and get the same issue. I can activate and de-activate the plug-in fine, and when the plug-in is on (no matter which way I activate it) I get the classic editor view which looks just the same as it did before upgrading to guttenburg and when I deactivate the plug-in I go back to the block view. This shows it is working in some capacity.
The issue I’m having, is that when the plug-in is activated there is no way to access the classic editor settings to alternate between the classic editor and block view whilst the plug-in is activated. I can’t see any of the setting locations detailed in any of the screenshots you supplied earlier. I’ve looked in every location in every screenshot and those settings do not appear in any of them.
I have also checked my network settings and the “Allow Site admins to change settings” option doesn’t appear there either!
Ok I have tried uninstalling and reinstalling the plug-in again and I can now ‘enable site admins to change settings’ under my network settings.
